missing piece

Just got a new touring bike (first one) and when I took off the right rear saddlebag, it almost looked like there was a piece missing from the top of the brake. Two u-shaped metal prongs were visible. Is there supposed to be a cover over these or is this normal?

take off the FRONT right saddle bag and see if it's there?

looks normal to me but i don't have a new design. those metal prongs are probably anti rattle clips

Thanks. I know nothing about the mechanics of these things and it just looked a little strange so I thought I'd ask. Using this forum saves a lot of trips to the dealership.
