Just took delivery of a 2008 FLHTCUI and am happy with the scoot (factory 103" big bore kit, SE slip ons, breater and 255 cams), but the handle bars could use a little adjustment.
Had a 2005 Ultra and the panel that covers the bolts on the clamps was accessable by removing the ignition switch cap and panel, but the '08 appears to be all one piece?
How can I get to the clamp bolts ands simply roll the bars forward a bit?
Not all one piece, you can still pop the ignition and pull the lower fairing cap to gain access to the two lower bolts. To get access to the upper ones you would need to pull the outer fairing and pull the radio
I had to remove the side bolts on the forks. There are two on each side Torx screws. Remove the chrome front peice below the fairing. With the front fairing off.
Lift up and forward so the fairing/radio area clears the upper clamp bolts.
And Viola (otherwise known as Wa-La) There they are.

Go with dawgs method, you can get to the front 2 bolts to loosen them and then make your adjustments, re-tighten and you are done. You don't have to fool with the radio etc. You can probably take it back to dealer and they will do it for you and let you sit on bike and make the adjustments at no cost. Part of that dealer set-up fee. Qwik & easy for a HD trained mechanic. My dealer does that, after all not all people are built the same.
