Just installed the harley oil cooler on my 03 road king which also has a chrome oil filter bracket. Problem is I can't screw on an oil filter now as it hits the crank position sensor. [:@]
I called the local dealer and they said it's tight getting the filter in, but they have never had an issue. I'm stumped because everything is installed correctly (I think).
I bought the bike used so I'm not sure if the chrome oil filterbracket might be an after market part or not.
I have the chrome oil filter mount also, with the HD premium oil cooler, and I have no problems getting my oil filter on/off at all. I remove the crank sensor when doing a filter change, and it is a bit tighter now with the oil lines...........but it all fits fine.
Maybe you do have an after market oil filter bracket. I have a H.D. oil cooler on my 07 and have no problem clearing the crank sensor. I don't have to remove the sensor to change the filter. The chrome oil filter bracket you speak of must be the oil cooler adapter if so make sure you have it rotated to the correct position. It's a little touchy and make sure the gasket between the adapter and the engine block casting lines up right. The oil cooler made quite a difference on my bike. Dropped the temp. about 20 deg. most of the time. Good luck

Harley had china make these to save and make a few bucks. If all fails Jagg has a offset thermostate housing that clears the sensor unit and runs the oil line under the filter housing.
Its made in the US so it will fit. They will work with the HD radiator cooler
I have the same problem with the standard oil filter mount, I made a 1/4" spacer to fit between the engine case and the filter mount to get the clearance, a friend has the same problem on his Ultra and uses a shorter oil filter.
I've given up trying to get this fit. Guess I have too many after market parts or something. [&o]
I'm going to sell this anyone interested in buying it, it fits 99-06 touring models. It's model# 26082-05b. It's never been used except to try and fit it to the bike. It lists for $299, I'll sell for $199 + $20 for shipping.
