My 2007 Ultra speedometer reads about 5% fast\\; i.e., 80 mph indicated is about 76 mph actual. \\; I believe this to be fairly common on many bikes including Euro and Jap metrics based on test reports in Motorcycle Consumer News.
GPS is not accurate to an exact point. \\; Generally they are accurate to within 30 feet, that can account for the difference. \\; the speedo in my Titan is faster than my GPS by about 2 mph.

Pretty common in the Kawi cruiser community as well. Seems all Vulcans report about 5% faster on the speedo than actual.
Dakota digital makes a module, runs just under $100 depending on where you order it... Works great but jury still out on whether it is compatible with 08 tourers
The only thing that I drive that matches the GPS is my 95 Dodge Dakota 4X4. Everything else in general, The speebo reads faster than actual speed. \\;I looked into this on the auto end some years ago and the OE is allowed +or- some %. All the cars I have worked on are typically off around 3%. Some as high as \\;5. My 02 is 2% and my 04 is 6% both read fast.
My 2008 Ultra is also off about 5 MPH at 70. Not only is the speed off that much but also the odometer also reads more miles on the bike than the GPS. On a tank of gas, the GPS reads about 5-6 miles less than the odometer on the bike. I had a 2001 Gold Wing and it was also off about the same amount. Must be a bike thing.

The only bike I've found to be dead on with the GPS reading is my buddy's Screaming Eagle Fat Boy. Maybe the CVO uses calibrated speedos and the rest of us get seconds. Every roadside radar I've passed has \\;read the same as the GPS. Even my Dodge truck is off by 4mph at 70.

By the way, the refresh rate for Garmin units is \\;once per second continuous, so don't count on \\;lag time as being the culprit.
Had the same problem with my 04 Sportster, was about 5 MPH under and also over stating milage. \\; After months of back and forth with the dealer HD come out with a service notice and a hot flash that fixed the problem. \\; Might be the same issue I would speak to the Dealer.
