Check the alignment on the mounts/pins. A lot of them are not lined up very well, which puts stress on the slotted end of the pins when you tighten them down, distorting and weakening them to the point they could break. If you have to fiddle to get the pin to engage, or exert excessive force to turn/lock it down, you need to adjust your bag alignment to eliminate that.
Ive learned to check that right off the bat every time I get a new bike. My last bike (07) they were so far off I could not even get the bags back on after taking them off the first time.
Bolting them on (even 1 bolt and 1 pin) would help. I personally don't take mine off that often, so I might do that on the next bike.

+1 I had a problem with mine and i always make sure they are engaged the right way. I even had to fix the end of the pins.. this is an old race car fastener and they worked there so adjusted right they should work on a scooter..

A 5/16-24 x 1 1/4 or 5/16-18 x 1 1/4 should work.Also I would use a nylok nut.
with washers.Just take the pin out and measure.
One of the first mods I did was remove the stock quick release pins and clips then installed custom wing bolts with automotive clips which gives me the flexability to remove the bolts without tools. I also have locks that prevent the bolts from being removed. With this set up, no one can unclip the bags with a screwdriver or remove the bolts with a tool. No chance of the bags just falling off and I can leave the bike and know the bags will be there when I get back.
read on here a while back where they are using clevis pins, put it in from the backside into the bag, flat washer and drill a small hole through the clevis and then "pin" it. can't steal it either and comes off without tools. I'LL SEE IF I CAN FIND THAT POST, IT HAD SOME GOOD PICS.
