Brian, mine are also grey. Apparently HD was trying to save a little on the paint back then. After all, you only see it when it's open. But then again they would look a lot better painted.
I had a 2000 FLHRI and it had gray insides. My 2004 has flat black (unpainted) insides. Despite being a little unfinished....I love the hard bags. Unfortunately I have nothing to compare them to other then leather saddle bags from previous Harleys I've owned. Good luck.
That is because as of 2004 the material the bags are made of changed. new ones are plastic old ones fiberglass. Im getting a set of the saddle bag bags. So when I ride my bike to work or the gym I can just zip it up and take it with me. JP cycles has the bag bags for 29.99 each. they are sold as singles not in pairs.
