Like Shooter posted, there are some pretty wide tolerances on these fenders. I was not able to open up the rear mounting hole enough to get 1/4" of clearance. I ended up having to weld in the Native Custom Baggers brackets and repaint. I've read where other people were able to bolt the wheel on and not touch the fender.
Bottom line is, check the clearance then re-check it and do what you have to do to make it safe.
