Sorry ... don't know about Maryland ... in Nevada, the law is that your hands (apes) can't be higher than your shoulders when sitting on the bike ... However, I've seen plenty ... so it may not be enforced strictly ...

Also seems to be more of an afterthought once you are pulled over for speeding or something else i.e: give the cops attitude and they will start looking for things wrong.
I remember a traveling companion getting busted (in Nevada) for apes. It was a few yrs back now, but he did get a fine (can't remember how much it was), but it remember it was rediculous! (There is special way THEY measure it...it think it's just crap, but ... whatchgonnado?)
