This rule of thumb seems to be farly standard across the country based on past postings on this subject.
Also seems to be more of an afterthought once you are pulled over for speeding or something else i.e: give the cops attitude and they will start looking for things wrong.
I remember a traveling companion getting busted (in Nevada) for apes. It was a few yrs back now, but he did get a fine (can't remember how much it was), but it remember it was rediculous! (There is special way THEY measure it...it think it's just crap, but ... whatchgonnado?)

Not a lawyer, but believe that CA law says if above your shoulders, TICKET. Don't know why; I think 'apes' would help you from going thru the side window of some cager.
In NH the height limit is 15" above the seat for handle bars,do they enforce it ? I'm guessing not often,I see plenty alot higher than 15" above the seat
