I gave up and put mine on with silicone! They'll be a bitch to get off but I'll deal with that when the time comes. I worked at dealership for about 5 years and can't tell you how many folks I saw come in who had lost one or both axle caps. We started using a little dob of silicone to insure that they would stay put.
Take them back to the dealer and ask them how they go on. I purchased a speedo visor for mine, the package said it would fit but it didn't. I took it back to the dealer and he took it and tried it on a bike same as mine, didn't fit. Gave my money back.
1. See Figure 1. Install spacer (1) to the axle nut and axle
shaft so the slot (A) in the spacer is pointed in a 9 o'clock
position.
2. Install the axle covers (2) over the spacers so the skull is
in an upright, vertical position.
3. See Figure 2. Install set screws in the mounting holes (1
and 2). Tighten all four set screws securely.

Thanks for taking the time to think this one out. I'm following the instructions to a tee... I figure they want the spacer at 9 o'clock so the set screws actually bend the spacer to make a tighter fit. Tonight I am going to try again. I"ve installed all kinds of stuff and never have been preplexed like this. Maybe I do have the wrong part. I will keep y'all posted. Thanks to everyone for the replys to date.
