I purchased 43163-08A Front Axle caps from HD. The kit comes with the two caps and two "Spacers". The instructions tell you to place 1 spacer (both the same size) on the axle nut and install the cap. Place the other spacer on the other side and install the cap. My problem: Neither spacer is small enough for the axle nut and neither spacer is large enough for the other side (I guess you would call this the axle head??). Can someone tell me what i am missing? This should be the simplist mod ever and I can not figure this out.
The instructions do state that the kit works with my 07 Touring bike.
Any help appreciated.

Im almost posotive its because you got 08/09 caps and need the 00-07 caps instead...
I just put caps on my 03 and needed the 00-07 and ive I remember correctly the 08-a was the 08 09 version
well the description they show says 99- later touring but their other axle caps are different for the 07 and earlier caps
They modified them for all models. The spacers are for the earlier models and the 08 and 09's don't use the spacers. That is also why there are two set screw holes in them now as well as different sized set screws depending on the model. So he does have the right ones, I just don't know what he is doing wrong when attempting to install them.

I must just be dense or something. When I put the spacer on the axle nut, it spins freely. I have gone as far as cranking it down to little or no gap and the thing still spins on the nut. Therefore I sure can't put the cap on b/c although the set screws adhere the cap to the spacer, the entire unit (cap and spacer) just fall off. On the other side... I could probably just use the cap and no spacer, but that doesn't feel right.....

Did you make sure that the spacers slots are at the correct 9 oclock position as per the instructions and that you are using the correct sized set screw and correct hole?
1. See Figure 1. Install spacer (1) to the axle nut and axle
shaft so the slot (A) in the spacer is pointed in a 9 o'clock
position.
2. Install the axle covers (2) over the spacers so the skull is
in an upright, vertical position.
3. See Figure 2. Install set screws in the mounting holes (1
and 2). Tighten all four set screws securely.
I put the skull caps on my 04 RK, and IIRC, the left side cap (as you're sitting on the bike) had to have the spacer, and there are two setscrews. I had to crank them down pretty good to get them to seat. The right side didn't need the spacer... I don't think...
