I almost called them this weekend, but the my dealer will come and pick up your bike for free if you purchased it from them and you are within 30 miles. I've never used the HOG towing, and after hearing this I think my first call will be to AAA.
When you call AAA for a quote be sure you tell them what you need, don't just get the basic plan. Both the motorcycle coverage and the 100 mile free towing are options not included in the basic plan. But even though they're extra, it's like they say, "use it once and it has paid for itself".
That's too bad about the coverage. AAA might be the way to go or upgrade your HOG plan.
I always carry a plug kit in my bag with three or four CO2 canisters. That's enough to get me back on the road. They aren't expensive, about $30, and for tubeless tires, invaluable

I was in an accident last weekend and called hog to tow my bike, after fiteen minutes of hearing the same recording I got the bike able enough to limp home. Don't think I will renew my membership next year.
Here's a little update, for what it's worth.
Wife called H.O.G. to ask about their different plans.
Thewebsite has little to no info regarding towing, etc.
She was told the basic coverage was either 15 miles free towing or $100.00.
Makes no sense to me, but I'm old (65).
The next upgrade in the H.O.G. coverage has towing to the nearest Harley dealer, with no mileage constraint.
The highest plan covers more than one bike.
The AAA plan with the RV clause covers motorcycles, but will only tow up to 100 miles for free. Anything over that is out-of-pocket.
Seems the second tier H.O.G. coverage might be a better bet if you're on a trip in BFE and have a problem.
Anyway, she upgraded the H.O.G. insurance and was told it would be in effect in 72 hours.
Btw, the people at 4Corners H-D got right on my flat tire replacement as soon as we got the bike there. $300.00 parts and labor to replace the rear tire, which had a screw in it.
One way or another, seems like I'm always getting screwed with.
Now in Albuquerque with rain and cold. Will continue our adventure back to Atlanta tomorrow.
