The lok-nuts/bolts/washers are nothing special. The little spacers (flat on the pak side, concave on the rack side) are the only thing that you might not find at a hardware store.
I take it that you have not already recieved the tour pak? There's always a chance whoever took it off included the hardware. (*edit: nm, just saw it was new and not a takeoff)
The detach kit contains everything you need for mounting if you go that route.
Is this a Harley tourpak, or one of the other (cheaper) tourpak's? If it is a Harley made then you can get all hardware from the dealer. If it is one of the others, then it is made to usually mount to a flat plate or luggage rack. You may wind up having to fabricate a plate or something else to mount it to the stock Harley tube mount.
Toe Knee: If you get a new HD detachable rack it will include all of the haredware to mount the tour pak to the rack. If you bought a rack used w/o hardware or if you don't know if you got all the hardware needed, ask the parts guy to print out the installation instructions and on the last page will be a pic with part numbes and quantities.
If you are permanently mounting the tour pak, have the parts guy pull the parts book for your model, and check the parts listing for the Ultra or Classic tour pak mounting.
My installation instructions for the solo detachable HD rack provide different quantitities and part nos than those given by BP. For example, 10, not 9, washers, part no. 6703; and, 5, not 4, cap hex lock nuts, part no. 7887.
