I have an 08 ultra, with throttle by wire, how do I get the throttle to open so I can do a cylinder compression test? It will not open if the bike is not running.

I tried pushing the throttle butterfly open while the ignition switch was on, kill button on run, and the grip at full throttle,and it (butterfly) seemed to not move... do I need to push harder?
