In my town it is written as a civil violation. No points or effect on your license or insurance. The hearing is run by an employee of the city. What are the odd of a fair trial there? On a traffic violation, the city gets almost nothing for writing a ticket. On the civil offense they get 70% of the fine. Can anybody say, "We have a real money maker here.". You can appeal to district court if you don't like the outcome. The city never shows up to an appeal. It costs them too much. I think they took in about 12 million dollars before the state legislature passed a law requiring them to share most of the money with the state.
Interesting situation in Maryland. There speeding tickets and red light tickets are handled like parking tickets. No points assessed, but enforced on the registered owner unless you can prove it wasn't you.
Not arguing that part... hell, not arguing about anything. However, the interesting part is that in Montgomery County, the police (under advice of their union) are not paying the fines when they're driving a police vehicle off-duty. The union feels that the county, which owns the car, needs to pay. It has gotten so bad that several county LEO's have been photographed speeding and giving the camera the finger. Go figure.
This is true. Any "Car & Driver" or "Motor Trend" will have the ad toward the back of the magazine. Most libraries carry one or the other if you don't want to buy. This company also sells an item that works better. It is a cover that is clear from directly in front but from any angle at all, it blurs the image. They work, ask me how I know. The clear paint that reflects might work, I don't know. Depends how bright the camera light is. These laws are a joke. They are strictly money makers. Studies have shown that increasing the length of a caution light by 1 second slows accident more than adding a camera. Speeding flash just sucks. If you catch me and give me a ticket, fair enough. A camera? Not gonna happen. There are ways around that.

Minnesota as well has passed a law regarding putting anything over a license plate. A while back a judge in Minneapolis ruled that "red light camera's" were not legal to use. I haven't heard how that one turned out, but I was all in favor of catching red light runners.
