I use a piece from HD that looks like a rounded nut head and it just pops into the hole for a relatively clean look. I can't remember the actual name and I can't find it on the web. I post it when my head is clearer! You can see, sort of, it in this pic. If you want a better picture, let me know.
IIRC, and I probably won't since it's been about a year, the part no. is 232. You can check the '03 Anniversary Springer Softail parts book for the part number. Buy a couple 'cause it's easy to lose one, and the part that threads into the fender nut is split, threaded plastic.

I also use that little chrome part. You can also remove the nut and there is a black plug that is really small. I would put a piece of wire on the nut if you remove it. Otherwise the tire needs to come off to put the nut back.
I used the black plug with the bar and shield logo. The part was a few cents and eliminates the rattle you'll have if you just screw something into the threaded collar on the fender. As mentioned, get a really long zip tie or piece of wire to remove and reinstall the collar, which is retained with a C-clip.
