I have an 07 Ultra with extras I'd be pretty happy to get $17,000 for.
Look for a better deal on a used bike or work the dealer over for a better price on the 09.
As a seller 17k isn't that much too high to ask to open negotiations.
You could start by offering something lower than your willing to pay. (I'd start at about 13.5)
A little discussion and you might find a price that you both feel is fair.
Or give it time, a few weeks of him trying to sell and you trying to find a better deal. You both may want to reopen negotiations.
Need help. I can buy a 2009 EG Ultra with ABS and Security System for $22,139 plus dealer prep of about $500 plus tax & Lic of course. They also will give me a $1000 credit toward an extended warranty or parts or other stuff.
Now down the street, my neighbor who is about 67 yrs old, has a 2005 EG Ultra Classic with 1,750 miles on it. He never rides it and last night asked me if I was interested in it. The bad part, he wants $17,000 for it. It is pristine but Kelly Blue Book says trade in value is $11,375 and retail is $15,265. Expected mileage for a 2005 is over 20K miles. So how much is the bike worth with the low mileage or should I just bite the bullet and buy the 2009 for 5K more with incentives. Is it worth $17K??
Tell the stealer this.
$21,139 + tax and dmv OTD or walk.
Shop around some more, they can do better.
Are you dealing with these guys. http://www.hdwash.com/

Myself, I would buy used and use some of the savings for extras. Based on what I've seen friends bikes sell/trade for recently I wouldn't pay much over 14K.
The New Bike disease is almost impossible to overcome. My last bout was in '06 and I ended up with a Streetglide. Now that the disease has been overcome hindsight tells me I could have done everything I've done to my SG to a used Standard or Classic and saved around $5K, lowered and everything. If you can get the seller to see the light the '05 is the wiser choice. But if you have the disease it's already over with - get down to the dealer.
