I ended up buying a Street Glide rear fender for my Road King to get the look I was after (relocated license plate, tri-bar lighting) The SG fender has three holes per side for fascia mounting and no holes for the license plate.
I was lucky enough to score a new in box fender on eBay and like the way it turned out, I went with Custom Dynamics for the tail and tri-bar lights.
