Wet sand those things with 1500 then 2000 grit and buff the hell out of them with 3 steps of buffing compound. Ive done mine a couple of times and it works great!!
Stop by a body shop and have the paint tech take a look ... Someone who KNOWS what they're doing can/might be able to make them look ( almost ) as good as new, and, afterall you're probably gonna mark them again before the summer is over.
I have had mine painted 3 times in four and a half years and 95K miles. Vivid Black is an easy color to match. There are a few paint shops close that paint bikes and they are always spraying black. $100 cash usually takes care of it.
I have also wet sanded and buffed them many times to get the fine scratches out. Black shows fine scratches really bad.
Buy new lids. have the old ones repainted so when the new ones get scratched....you can replace them. Then you have the new ones repainted, so you can replace the old-old ones....do this every two years. Or do like most....bike gets scratched?, buy a new bike.
you can rub the majority of them out with some meguiars scratch remover, or something like it and a powerball with a cordless drill. the lid covers are alright and do agood job protecting thelids but I always had trouble with the white tape showing around the edges of the lids.took em off andsaid the heck with it. What Stafford Said... I have polished out some severe scratches on my lid covers and my tour pac, With that miguires stuff. IT works and it is very hard to find the scratches now
Hey they make a clear cover that looks awesome over your paint can't even tell it is on it! Buff out the scratches and snap on that's it!
If you are talking about Hogcovers, the clear snap on covers, I just bought a set. Huge disappointment! I just ordered the Motorcycle Armor for my Denim Black Fat Glide. I let you know how it works in the real world.

My uncle gas the white tabs showing. I just hit them with a black magic marker.
These have been around for years, I had them on a 2003 RK then switched them to my SG. I needed new velcro tape to switch them, contacted the RideTec company to buy more and was told they don't sell it, they provide it free of charge to those that switch bikes.
