The little bubbles sound like solvent pops in the clear which almost never come out.
If the surface was not flat to start with it will be hard to get it flat in the end.

Talk to the guy, point out the unacceptable aspects, and tell him you want it done right, up to your expectations. If he doesn't agree to fix it to that level, get your stuff and find another painter. I think you've got to give him a chance, if for no other reason than to get the rest of your parts.... Let us know how this ends up, I always hate dealing with painters that are on the shoddy side. Been there, done that! Very distasteful.
well he just left me a message all pissed off cause he tried cashing my check and they won't cash it. He said he needs the money to buy more supplies to finish my tank and bags?
I can't call him back I am at work, but I am really stuck here. What do I do. Just pay him the balance and get the parts, pay him and hope he can fix it, or go down there with a few guys and demand my parts before he gets pissed off enough to wreck them?
If you cant make a deal on getting him to do it right id get your deposit back also... No excuses for a shody job. Sounds to me like solvent pop or fish eyes or possible some contamination from something else he painted by not cleaning the gun properly. Also sounds like the thought he could sand it out and instead he went thru the clear... I dont understand why he gave the stuff back to you? Ive painted for years and when i used to do stuff like that and if i thought there was a problem oid ask the owner to take a look .(im really picky ) If they didnt like it then we would start over... Only happened maybe 2 times in all they years i was doing paint and body work but it happened...

If he doesn't have money for the materials I would get my parts and run. As n8dc said they should all have been fr same mix, else you may even have further problems w the color matching. What paint is he using? My painter (25+ yrs.experience on HOGS) even had a problem matching HD paint because he didn't use same primer or didn't get the activator quite right, or didn't put enough on. He redid it though when I took it back after we had a little discussion. He said I was killing him but we had agreed on the price and he then admitted some jobs just work out that way.
