I use water bags. They are 100% water proof. You can actually drop them in a pool of water. Boaters use them. Local sporting goods store will have them.
What do you want to use them for? Do you want to have it on all of the time, do you just want it for extra space for long trips and then pull it off once you get to where you are going to ride without it?? Lots of us have them but we have them for different reasons.

I've got the T-bag universal. It comes with a top roll bag and a rain cover as well as straps so you can use it as a back pack. You can really pack a lot of stuff in it.
I have the T-Bag Universal also. Holds a lot of stuff, and the roll bag can be used separately for day trips. The attached rain cover has kept it dry in some heavy rain storms.
