My front end wobbles at 30 mph, every time.. loaded or not. It has since Day One!. The dealer says he doesn't feel it. I told him to loosen his grip. 30mph is the slowest speed the cruise control can be set, then remove your hands and see how long you want to ride like that? The wobble feeds on itself...the longer it continues the worse it gets. They checked the fall away during the 1000 mile service. I say it's the front tire. It is properly inflated. Complained again at 5000 mile service...still wobbles at exactly 30 mph. I did feel it at a lower speed recently in the middle of a switchback on the San Juan Skyway between Ouray, and Silverton Colorado.
Buy a Road Glide. I have no idea what a low speed wobble is. I have had a few bikes over the years and the Harley has the best low speed manners yet. My bike feels like a 250 or a four hundred not a 1600 which is what it is. I did however grease the bearings in the stearing head right away. You can not over grease a low speed bearing but if it has no grease it could cause a problem. Plus, once done I can see it being good to go for years.

Weight, springs, spring rates, gas in tank, air in tires, road conditions
All can be factors of what your bike is doing at different speeds.
You have changed the weight more on the tail.
What did you do to adjust for the extra weight??
Most Touring HD are set up very soft in reguards to the spring rate or air ride.
If you add weight on the tail your ride angle changes. You might need more air in the shocks or adjust the springs.
I stopped by the dealer today and asked the service guy if he heard of this on an 09. He said "yeah, we have had a couple complaints, it's either low front tire pressure, neck bearing adjustment or if they are both good, the front tire" I'll make an appointment next week to bring it in. I do have the D407 tire, which Harley stopped using mid year and went to the D408 reverse tread tire.

You have two posts on the forum this past year and both are complaints. The first one was about vibrations so bad that you could not stand it but the dealer could not find the cause. Now you have a 10 mph wobble and still the dealer can not find the cause.
I would check your tank badge. I think that you might find a little rice grinder handle sticking out. You need to fold that down so that your handle bars don't hit it when you try to do a U turn.

there was a thread somewhere here about why a guy had tread facing the wrong way on his wifes bike. I guess ths answers that question.
I believe I have found the answer to my wobble - True-Track stabilizer. After my mechanic recommended I get one, I got on line and then called and spoke to Ron - the owner. He was great and extremely helpful. He suggested I replace the motor mount, have the swing arm checked by disconnecting the shocks and sent me a True-Track. I had the work done yesterday and had the best 50 mile ride back to CS I have ever had on the Ultra. I took it up the pass today and it cornered like a dream. No issue for me maneuvering at slow speed, wind is less of an issue -- it just tracks incredibly well. It's added 5, comfortable MPH to my curves. What little vibration was left is gone - I can't wait for my wife to check it out. The big test comes in August when we load her up for a ride to the Veterans Rally in Winter Park - but I'm confident it will pass - I do believe my wobble is history.
