If you go to a PPG distributor or body shop that has the PPG software, they can locate HD paint by name and model year which will include a mixing formula. The PPG paint formula will include the identification of compatible reducers.
HD's paints require an activator that is sold in 8 oz. size and is mixed with the quart-size HD spay-on, air-dry paint. Its part no. is 99825-02.
Unless you need paint quantities of less than a quart, I'd stay with HD's paint for HD colors. If you need smaller quatitities, check-out the PPG approach suggested above.
If you aren't the painter, talk to the painter you are considering and ask him what he prefers to shoot for high quality paint work.

Before I recently had my bike re-painted, I had looked at Color-rite paint and their prices from time to time, and had the same impression about their pricing so I didn't price my paint with them.
While the painter was shooting my parts, he let me look up HD colors using the PPG software on the computer in the mixing booth. So I looked up various colors and was surprised to find some like the light and dark root beer '09 custom color. Previously, I had visited a local PPG distributor and they could and did provide PPG codes and formulas for HD hot red sunglo, etc.

His paint choice was Genuine H.D. or get someone to match it. HD had the color very closely held. He had it matched.
There's a guy at a paint store here that can match by eyeball better than any computer scanner. I use him when I need a match. He mixed the turquoise paint on the above Sportster by eyeball, perfectly matching the paint shop inkjet printout my wife did to pick the color.
