No it uses a special cateye license frame and turn signals. They are flush mount and curved to match the fender exactly.
It looks like the lights are included when you read the last part of the description. I'd like to see them mounted to see how they look without being radiused with exhaust cutouts...
I have a FBI fender that I was trying to install over the weekend. The front of the fender doesn't extend down far enough to be bolted to the fender support tab that is under the battery box. Also, ya have to drill out the fender support bolt holes in the fender to match up with your bike. The turn signals and brake look pretty good and the license plate is mounted from inside the fender. FBI will paint it for ya as they have the original paints from H-D.
