I know it has been discused before but I couldnt find it so I will ask again...I am a tall rider (6'5") and ride a Road King Classic. What style of bars would be a better fit for me...I think that I need to go up and out but dont want it to look too odd. Any help would be appreceiated.
A lot of guys use Heritage Softail Classic bars on their Road Kings, part # 56623-99, including me... they are a lot taller and a little wider than stock bars, go to your HD stealer, they should have a selection of bars, I set them up on the counter to mimic about how it would be on the bike, and take home the set that feels best to you.
will I need to change any cables or wires with this set up?

No, you don't need to change any cables or lines with the Heritage bars. They are higher and you can put them as far forward as you need. Within reason. I put them on my RKC and rode a ton of miles at the HOG rally last weekend. No more back, shoulder pain. I've got the Sundowner seat, it's a great combination.
