I had dark tint installed on the shield to hide the bags, about 3" up from the fairing. Then I put velcro between the shield and the pouches, a small strip on each pouch. Made it look better due to hiding the pouches from the front, and stopped the excess vibration as well.

I put some small squares of Velcro between the corners of the bags and the windshield. I also put some rubber stick on squares for furniture on the bottom of the bag plate to sit on the inner faring. The rubber dots that came with the bags weren't big enough an left room for the plate and bag to vibrate.

similar to what 04Ultra did, I masked off the inside of the windshield, scuffed it with a scotchbrite pad and painted it black. I then took stick on round rubber bumpers like are used as cabinet door bumpers and stuck them to the windshield in the appropriate places so the bags don't rub the windshield. The bumpers I use not only keep the bags from scratching the windshield but also pretty well stop the vibration.
