All 2010s having cats?
Just curious, how was the determination made that all 2010 touring bikes have cats in the pipes?
I've seen a lot of talk about it, but not the source of the information, at least not from HD sources.
The 2010 tech forum does not list this information that I can see, other than specifically for the TRIKE models, unless I missed it.

Rest assured they were forced to by the EPA or equal or they would not have.

You misunderstood. Not the determination to PUT them in there, the determination that they ARE in there. Its not listed on HDs 2010 tech forum document, which typically would list such a change.

Only in California and HDI do 2008 Touring models have Catalyst Mufflers. Not sure about the 09's.

My 09 came with OUT cats. It is a 49 state model. My understanding is Cali and export 09 came WITH cats. I have the exhaust laying on the garage floor and LOOKED... Boss Cat going on soon.
