Just got a set of Custom Chrome pegs from ebay. Great quality but they weight 1.6lbs. I'd planned to use them on a set of offset highway pegs but am worried that this is too heavy to hang off the end of what is in effect a lever. Am

Install 'em and ride it. I doubt you'll notice them affecting the ride.
You will loose about 8-10 miles per gallon, your speed will be STIFLED and limited to 53 mph, wind on the highway will blow your scoot more than 6 ft in any direction, your headlights will be dimmed by approx. 37% and your dog will want to bite you everytime you come into the driveway.
