Just got a set of Custom Chrome pegs from ebay. Great quality but they weight 1.6lbs. I'd planned to use them on a set of offset highway pegs but am worried that this is too heavy to hang off the end of what is in effect a lever. Am
I fussing without reason?

DON'T DO IT !!!
THEY'RE MUCH TOOOOO HEAVY FOR THAT !
You will loose about 8-10 miles per gallon, your speed will be STIFLED and limited to 53 mph, wind on the highway will blow your scoot more than 6 ft in any direction, your headlights will be dimmed by approx. 37% and your dog will want to bite you everytime you come into the driveway.

If it were me, I'd accept all the negatives listed above, and put em on !

Half Breed, you don't say anything about the effect on my sex life. The effort of keeping the bike upright is taking all my strength. My girlfriend is threatening to sue Custom Chrome. Thankfully, my wife hasn't noticed any difference.
