Picked up a Chrome mounting plate from Barnett HD in El Paso- I would call them and have them send you one- costs $16 for Chrome version- FYI DOD Decals require a larger plate than the typical state inspection stickers- sold online. I mounted the plate to my front left brake caliper star bolts. No problem with this setup at the front gate.

Get one of those magnetic Amer flags (or any magnetic sign) that go on cars and cut it to the exact size as the base decals. Place it on the upper fork or a flat surface (like a wind deflector). On and off in two seconds. If putting it on the forks, you may have to preshape it around something cylindrical.
Before my base eliminated the requirement, I fabricated and bolted a metal plate to the crash bar mount point. Not pretty but fairly easy to remove once the sticker was not required.
Made my own plate out of aluminum, then used a cheapo highway peg mount on my highway bars for a mount. That way I can take it on and off quickly depending on where I'm going, just use a wingnut.
Well, I gotta Road King, as folks have said, I got one of them mounting brackets with the hole in the top center, I mounted it (vertically) on the forward left tank mounting bolt. It sits between the tank and the stearing head. Kinda outta the way and not so conspicuos.
I didn't want to stick it on my forks, and I didn't want to overly advertise.
Put you a flag holder on the back and get a 2 star flag and stick it in and when you pull up to the gate and tell them that your the lead honer guard for a 2 star general that's coming to the base and they better get there act together.

My neighbor placed a plate on a metal bracket under his nacelle and between the forks on his road king. He stopped by after a few days to show me what happened when he hit a bump on his Road King - a nice wide 1" deep dent in his FLHR! He decided to relocate his MCAS Miramar sticker after that...
