I just installed mine. I figure that it is used to protect the Painted Surface on the Saddlebag lid from incidental nicks from the rack when installing or removing the Tour Pac. I put it on the edge of the lid right above the latch. This is next to the point the rear mount is on the Four Point Docking Hardware. That is where I deduced the instructions directed the tape to be mounted.
I did not get the protective tape with my 4 piont docking system, and I have
chewed up the inside lid on the right bag (the one used most) on 97 RK! T.V.

This is exactly what I did. I put the bags in place and looked at the Painted area. I put the Protective Tape on the point nearest to the catch beside the Docking Mounting point on the Lid to protect the Paint.
Yea, diagram is F*****. I didn't know to put the thing either. I do now. Where my back has a nice nick. Friken Chinese need to learn how to make better diagrams for the products they sell.
