There not hard to find in MI at all..... I know Vehicle City Harley Davidson FLint MI can get them all day long for your......I dont know what you mean by premium... there usally alot cheaper than normal with minamal millage....
Plenty here in Milwaukee too. Usually a great price with low miles too like ivel 86 said. If you plan on keeping a bike for a while I think bang for the buck they are the best buy around. Standard with the 103 in them too.

Mind you - I've talked with a mechanic that works on these for the PD and he says the riders abuse the bikes something terrible - don't check oil etc. basically says it's a real testiment to H-D that the bikes hold up so well given the abuse.

I don't know which departments they deal with but most motor cops take exceptional care of their motors. Their lives depend on the bike being in good condition. Yes the ride them hard but they are better maintained than most bikes. I have owned 2 FLHTP's both previously owned by PD's. My current ride is an 09 FLHTP which I bought new. I ride my bike just as hard as the motor officers do.
Depends if you are referring to Police Duty Cycles or the Peace Officer Special Edition bikes. Those can only be ordered by active or retired police officers.
I'm assuming that you mean ex-police bikes - which are technically not "police specials". There is a peace officer special edition, which is something else entirely - and will probably command a premium price, and then police model bikes which are former police duty motorcycles that are readily available and will most likely be about the same price or cheaper than a run of the mill Electra Glide or Road King.
i bought an 07 Police Road King in July. I've got 32,000 miles on it now and I love it! Great bike for the buck. I'm sure mine was one of those bikes that has had the crap run out of it. The bags have a few scratches from the cops boots and the floorboards were ground off back to the rubber but its a runn'in dude and it handles great!
