If you are talking just the bumper there is no need to remove the tire. There is one screw under the light lens on the front of the fender and a couple on the sides where the bumper chrome ends.
4 bolts 2 on each side. I have heard it done both ways. Some take the tire off and some dont. I understand its a PIA if you try to take it off with the tire on. If you do a search there should be lots of good info on this subject.
I have to slightly disagree with ptag. I found the job much easier to remove the wheel, as the nuts which hold the bumper to the fender mount have a part which is bent up to secure the nut. I found with the wheel removed, bending these back to remove the nut, and bending them back to replace the nut was much easier.
I removed my bumper to change out the rubber part of the bumper, as it was rotted.
I removed them on my 08 which is the same, without removing the tire. I used a long punch placed through the wheel from the opposite side to flatten the jam washer. Took about 5 minutes once I decided to do it and found a long enough tool.
I did not reuse the jam washer but used lock tight instead to reinstall the nuts. Over 5000 miles ago and the nuts are still on.
I changed mine out with the wheel on, just reach across from the opposite side with a long punch and bend the tabs away from the bolts and remove the bumper, then bend the back against the bolts when you are done. It is alot easlier than removing the wheel.
