I dunno, I think there's potential there. I can see how he spent over 40K
I'd lose the saddlebags. You could sell them and use the money for a set of proper saddlebags. The paint could easily be toned down with the addition of a second color. The bike probably has very few miles on it. The new frame is nice, but there's nothing wrong with an 07 frame that a true track wont fix.
You'd be spending more than 20K on a new bike by the time the dealer got done with you and you'd have a stock motor and stock wheels and a bike that looks just like everybody else's. I'd be very very tempted by that one.
I'd be curious to know what it is about that bike that makes you want to consider it? The 09 or 10s have the new frame, bigger rear tire, 6 speed, bigger fuel tank...

does that bike really do it for you? Is that bike "you". If not pass on it. I have a friend that is in the middle of that with an ultra he just purchased because his girl liked it...now...him...not so much.
Sounds like a "too good to be true deal". Do you know the person who is selling it. I'd beware if it was a listing off of ebay or craigslist. I realize that the mods done might not be to everyone's liking, but if the deal is legit, you could easily sell a lot of the mods and be able to pay for just about anything that you would want to do to the bike to make it your own. Or keep it and have a ride that is fully customized.
I'm up in the air about the bike. The dealership did all the work on the bike except the paint & audio obviously! If I do purchase it i would get new bags & a new paint job before the summer hits. It's a steal for the price. I'm 30 yrs old & I love tricked out SG's. Buying 1 new & upgrading the engine, wheels, & handle bars would be somewhere in 30-40k range including the labor maybe more. Which i will get nowhere near that if i tried to sale a few years later. I know the guy very well. I snapped the pics at his house the other day. I will e paying cash & really don't want to hunk out 40k for a new Glide with mods. Thanks for all the input guys i really appreciate it. Always good to have a second opinion on some things.
