I was fairly impressed with the performance improvement after installing Rinehart muffler and a Ridemax tuner. The Ridemax is not half the cost of a Power Commander.

Why would you not want a Power Commander type device. Is it the piggy back thing that is getting to you? There are other options available that you can adjust the stock ECM. You never really said anything about cost being an issue, but if it is knowing how much you want to spend would have a big affect on what you can do.

I bought of 'reworked' slip-on pipes (i think their name was B&E performance).
They were stock Harley pipes, but re-cored. I installed them and rode with them....no
new air filter, no dyno-fuel management...and the change in performance was noticeable.
The G/Friend noticed a slight noise increase and so I took the pipes back off.
I still have the pipes and will put them back on when my G/friend dies. LOL

Yep change your primary gear ratio and stage 1 intake and some free flowing exhaust.

Without changing to a freer-flowing intake and exhaust with corresponding upgrades in fuel management I don't think you'll find an option that will make any meaningful improvements in performance. IMO the very best bang-for-the-buck upgrade for a stock engine anywhere is the Fuel Moto Power Package (Jackpot mufflers, AC, and PCV).

Using higher-octane gas with no other changes may make a small difference because the ion-discharge knock-sensors in your stock ECM will allow more ignition advance before sensing detonation, but I'm not sure you'll feel the difference. I do use 93-octane, the highest I can get in this area, and tune for it because it does maximize power and gas mileage, plus should aid minimally in cooling, over the lower-octane grades because you can run more ignition advance. Does the improvement in mileage make up for the 10˘/gal. higher cost? Likely not, but I use it anyway because I know it is making some difference however minimal.

The next step up after a Stage I is to upgrade the cams. I did this last February with SE255's and am pleased with the result. Since I DIY'd the job and bought used cams on Ebay it cost me a total of $285 including the inner-bearing installer/puller tool. That provided yet another big bang-for-the-buck improvement.

I'm happy with this bike's performance now and won't likely be doing any more performance upgrades.

that question ended with (what would u start with on the engine), unfortinetly any meaningful engine changes will require some type of tuning aid. except for the gearing change.if u have a problem with plugg and play then a sest with a dyno tune is another option but it is expensive and will requrie another dyno session with more upgrades.and remember the tune ,regadless af wich device u use ,is only as good as the dyno operater.thats why many here like dealing with fuelmoto.
