My EGC doesn't do it but when I had my Kawasaki Nomad, it did every time I stopped the bike. It was caused by the pressure relief valve in the gas cap. The valve was actually a small flap with a spring that held a small hose shut to prevent fuel from leaking. When the pressure was high enough, it pussed on the flap and spring to vent. Now that little spring was too eavy so when I stopped the bike, the valve would open and close rapidly causing the sound you hear. The fix was easy. I disassembled the cap to get to the spring and cut one coil from it. The flap still do its job to prevent gas leak and it lets the pressure out easier. Never heard whistle since.
This diagram comes from the site where I got the instuction on how to do it. It illustrates how it worked the my other bike. Probably something similar on Harley.
My RG doesn't, but my wifes Heritage does that everytime you shut it off. My buddy also rides a Heritage and we were riding togethere the 1st time I noticed my wifes bike do that. I really thought someone was whistling at me the 1st time I heard it. I asked my buddy "Hey did you hear that" He laughed and told me his has been doing it since day one. It still blows my mind when I hear it. But again, never heard it from my bike.
