It's VHB (very high bond) 3M double-sided tape. You can buy it in 1" or so widths and use multiple rows of the tape to cover the interior of the badge. Just use a razor blade or Exacto knife to trim the excess from the edges of your tank badge. Worked for me when I reinstalled my badges following a recent repaint of my bike; and the painter who shot my parts told me that's how the auto body shop guys do it.
HD uses the same product, except for their OEM application the tape is wide enough not to need rows of tape to fill the backside of the badge. Heck, they may use die cut pieces that don't require trimming.
