Road Glide handlebar bushings

I'm replacing the handlebar bushings and the top clamp om my 2000 RG. I'v got them both installed and now the front end is binding whe turning the bars to the right. The problem appears to be the under the top triple clamp where a huge 2 inch washer is located between the bushing and the bolt. Now the bolt head seems to be binding on the top of the frame. I'v gone all through the manual and cannot find this washer or what it is for. There is not one on the left side. If ditch the washer it appears there will be plenty of clearance. The stack height of the bushings appears to be slightly thicker than the stockers.

The parts manual will show you how many washers there are, and that there is a separate washer on the right side only, pn#6083

My '08 is the same way with different washers on each side. You have to make sure the big washer that goes against the bolt head on the right side is clear of the piece that sticks out from the neck. Easiest way I found was to have the steering turned all the way to the left when installing the bolt/washer.
