The dealers in my area have lots of '05 to '06's touring bikes for around 10K with less miles.
I personally would want atleast an '07 with a six speed tranny.
If you are hot to trot on that RK.....I'd offer him way less....Hell it's almost ten years old.

Ok...you're gonna have a problem with this guy.I can feel it...why do I say that?...I can tell by the price that this guy has put about Ten grand into his bike(Leather tour Pak, ton's of chrome...been-there/done-that)...so my feeling is the guy knows that he can't expect to get what he's got into it...but he also ain't gonna sell at rock bottom either...so he comes up with a price that's about smack in the middle of a low and high price for that year and type...low to me would be 8K...high would be 14K...I bet he don't budge more than $500.00..I think you can do a lot better...another $1500.00 and you would have tons of 05 and later bikes to choose from...look for an 07 ..(6SP and 96"..much better value).....good luck man
I just bought a 96 RK with just pics but I missed a couple in the last few weeks so when this one came up I decided I better move or miss another one. Bottom line, if you like it put a little down to hold it till you get there. There are better deals than that one but if its the bike for you then get it.

I have to agree with you here... Search for a used Road King and you'll have a tough time finding them for less than 10K. If you're that passionate about the bike, then you should get it. A 2000 with 21K on it?... I love my '99 RK and it has 53K on it. What is it, a classic? I would offer him 10K... maybe even $9800.00. It's a buyer's market, not a seller's market.
I'm assuming this is a RK Classic since you said it had a leather tour pak. I looked up the value for you on NADA. I added cruise, windshield, saddlebags and security to the price. It's a $9,500 bike at best.
you might be able to do better but if that is exactly what you want then WTF?, go for it! Do people bargan shop therapy? (I don't know either, mine is in the garage) now go get that therapy.

I wonder, is there really no value in the chrome, new tires and the 3 seats? I literally couldn't add chrome if I wanted to.
As suggested above, have the seller take the bike to a dealer/indy to have a PPI (PrePurchase Inspection) done at your expense. Then based on how the bike checks out, put in your offer. Best of luck!
P.S. I bought my bike via ebay (seller was in PA). PPI revealed new rear brake pads were needed which the seller fixed at his expense before we closed the deal.
I don't care how much the seller has invested, 11K is out of line for a 10 yr old RK. I have a 2006 SG and the dealer won't even give me 11K on a trade.
I think you are looking at around an 8500 bike at best.
