Was wondering if anyone knows where to buy a kit that moves the passenger floorboards backward, 2002 FLHTCI. Back of knees hit them and it would be great to get my feet on the ground a little more firmly.

H-D has the Adjustable Passenger Footboard Kit, #50768-07 on page 436 of the accessories catalog. I don't know if these will rotate the boards back or just up and down but maybe a dealer parts man will let you check them out.

As bmorebhoy pointed out, check out the H-D Adjustable Passenger Footboard Mount Kit. When I looked into a solution on the exact same problem as you, this is what the dealer recommended, though at this point I haven't bought them.
Another possibilty that I checked out was changing the rear passenger boards to pegs, but my wife and son like the boards too much.
"Maximize your passenger's riding comfort. These 5-position Adjustable Mounts raise and lower the passenger footboard. The lowest position is 2" forward from stock, and the highest position is 2.5" higher than stock. Easy to adjust with a common hex wrench. Kit includes left and right adjustable support assembly and all required mounting hardware. Footboard pans and inserts sold separately."

The only reason my passenger floorboards would hit the back of my knee is if they are in the 'down' position. Usually I have them folded up and out of the way. Are yours in a fixed position and not able to fold up?

First of all, welcome to the forum...
As for the passenger boards hitting the backs of your knees.
If they hit when the boards are up then you can only fix the problem by going to pegs instead boards.
Another thing you can do is lower the rear of the bike.
Mine hit the back of my knees also. Thats when my wife is along or else I usually have them up. You would think Harley would access this problem and fix it
my knees hit them also,i put a low profile seat on so i can keep my legs spead wider while stopped,just have to be sure your feet are on solid ground when ya do this,gravel,oil etc gets slick and dont have as much control but ive not fell over yet
