Like some said, maybe the chrome-inside/bushing-outside is for some other detachable accessory. It sure won't work with the TP rack! I swapped the chrome spacer & bushing and took some measurements - the inside width of the legs on the rack were 9 7/8". With the bushings on the outside, the inside width of the bushings was 10 7/8". There's NO WAY I could force it a full inch to fit it set-up this way!!!

So I "fixed it" with a hacksaw!! I cut-off use enough of the forward post to eliminate the chrome spaced and installed the black bushing only. As you can see from the attached picture, the caps now cover things neatly and the TP rack fits well and snugly. I think this rack & dock combo was a screw-up (despite being the recommended combo in the HD parts book...at least several months ago.

Problem solved.....my thanks to all who chimed-in with ideas & suggestions.

The front of the TP rack fits onto the chrome spacer not the plastic, the plastic is for a 2up passenger backrest latches. What you did is fine but you eliminated the latch up point if you ever want to run the backrest. Hold on I'll take a couple pics

Looks to me like you have the chrome and rubber backwards on the front mount pins.
Right you are....The luggage racks or quick detach tour pack rack front mounts slide onto the chrome area of the 4 point dock system front posts.

He has to turn around the 4 point docking mounts and everything should line up fine.

I ran into the same thing when I went to order those gloss black caps for the 4 point. I figured I would order four of them to cover all of them up when there was nothing mounted, but the sales guy told me only two were required. There aren't long or short ones, just short ones that go on the very rear docking points. If I were to use them on the front mounting points, they wouldn't cover them completely up. I don't know why there aren't long and short ones.

I don't anticipate ever running a detachable backrest or luggage rack....not with the tourpak as a backrest & storage option. In the end, I wanted to be able to take the tourpak on and off, and to cover the docking points when it was off. I've now accomplished that and the final result is a clean look.

Did the same install today with my 08 RG.
I used the FMJ's supplied by by forum member Gilbos440.
You can contact him at gilbos440rt@bellsouth.net if you are ever interested.
These bushings lined up first time & install was a breeze. Check our his feedback on this forum. His product is first class. From other members here I understand that the HD bushings don't last well.

I really like what you did. Looks stupid to have that extra set of ears hanging off there when you're never going to attach anything other than a tour pack.

I'm in the same boat (not wanting to attach covers, but just that I would never attach anything other than the tour pac), so now I'm wondering, on the front mount, should I install the chrome like is recommended, or does the rubber mount (like you did it) work better. (matches better anyway)
