Default Wheel Spacer Help

I pulled my front wheel today to change out my stock rotors for HD floating rotors. I followed the manual to the letter, but the right side wheel spacer won't sit flush against the wheel now. There is about an 1/8th inch gap, that I can get a flat-tip screw driver into. Initially, I chalked it up to HD "normal", but it is making me wonder.

After putting the wheel back on (pre-caliper), the wheel spun fine. With the caliper, there was the usual friction but not too much. The bike is a 2010 FLTRX with the chrome tapered spacers since day one. Only 250 miles on it total. I have attached my best attempt at a picture. Any ideas or advice is appreciated.

Anyone? I went out last night and pulled the wheel again and the spacer just won't go in any further. I am beginning to think that the floating rotor is not as thick as the stock.

Hard to tell from the pic, but it looks about right. I'm sure others will tell you what they see or think.
