Well I considered that the wiring harness may be different but the Accessory Catalog has these gauges in the touring section and not in the SE section. It's actually promoting these Spun Aluminum gauges be upgraded onto the non SE models.
Since these gauges were not offered until the '04 Screaming Eagle model they wouldn't be found in an '03 catalog.
In 2004 the gauges were put on the j-1850 serial data line. These are the gauges that read out all the codes in the speedo LCD.
