Default How common is this???

I keep getting a drop of oil on the most rear of the two nuts that secure the axle bolt on the bottom of my fork (throttle side). The manual shows a 6mm screw/copper washer that screws up from the bottom in the center of the lower fork under the axle bolt. Before I remove the wheel, i was just wondering if this screw or copper washer might be causing the leak and if this is common. I wrapped a piece of blue masking tape around the fork below the drain plug to see if the leak was coming from above. Its leaking below the tape somewhere.
