I'm just finishing up my 15k service and can't get my throttle to snap back every time like it should. So I'm looking around and find this part of my cable near the neck of the bike that doesn't look right and as I move it around I can get my cable to snap back like it should. I checked my service manual and can't find any thing that show this part. Any help would be appreciated.

It is not "fitted" to stay together, meaning that they do separate. Your cable adjustment at the handle bar should have it together probably a little better than that. An over-tight idle cable will cause the throttle to not snap closed smoothly.
I couldn't tell you for without running out to the shop and looking at mine, but it doesn't look right. Looks like it has too much "slop" in it. I wouldn't think that it would be loose enough to be apart like that.
