The saddlebag chrome rail hits my wife in the back of her legs. On longer rides it digs into the back of her leg causing her discomfort. Does anybody have a passenger that complains of this and is there a solution?

Installed them on my Road Glide before picking it up.
Better half immediately complained about the bar hitting her in the back of the calf while checking
out the bike before buying. No complaints after installing these bars.
If that isn't suitable, check out the Kuryakyn adjustable passenger pegs. Going to add those to the bike also.
She was made instantly happy and that's the name of that tune!
Here is a cheap fix. I got the same complaints from wife when I had my roadking. I bought about $2.00 or $3.00 worth of pipe insulation at home depot in black, cut it about 6 inches long and slipped it over the bar when we were riding. Our motor officers use it on the crash bars and bag guards when they are training to keep from damaging the chrome. Cheap fix and a stolen idea.

Easy solution - trade in the wife for one that complains less! (hope my wife doesn't come on this forum and see that!)
Yes, you can move the pegs up (and down), from what I recall there are 3 sets of holes to move them around.
