It is there to separate and protect the wiring coming out from under the center console.
BINGO! Although prolly not so much to do with protecting the wiring, other than keeping it in a safe place. If the wire mods you are doing will fit in that piece, I'd put it back myself. But, you only need to look at the device to see exactly what it's purpose is...

The next guy who pulls your seat off may well be a trained mechanic. If he (or she) sees that you have left parts out, it will make them curious what other shortcuts you may have taken. Personally, when I see things missing, I'm usually suspicious of the skill level of the person who removed them.

speaker wire going to the amp,,,,,for everyone else,,,just fot ***** and giggles,,,,,,take the part off, throw it in the air like you are tossing the coin for the Super Bowl, leave it on the floor, go do something else away from your bike for about 30 mins. Now go put that piece on and tell me if you think it has a purpose

I did a quick search for Naval Maintenance Procedures, being as it's been too long for me to remember the terminology we used 35 years ago, and didn't find anything familiar. Seems the procedures have been renamed. But, I can remember enough to know that type of attitude was pretty well frowned upon. It's yer bike, do as you wish.
