My 99 Road King EFI is having trouble idling (sometimes backfires) and runs very rough around town. At highway speeds it runs like a champ, except it backfires on deceleration. The throttle also feels loose. Like it has play in it. Was wondering if it could be tightened up. Please help would much appreciate it. Thank You

2. Look up how to pull the trouble codes.
Your symptoms sound like the eng temp sensor is going bad. Common issue, may not throw a code, easy to swap out.
