Not sure exactly which one your talking about, but ever since Military installations started making it mandatory to wear one while riding on Post/Base there have been some good quality one's mfg. I wear the Icon vest and there is no real movement at all. HD makes a very similar one, and I can't imagine it moves around either.
You can get the cheap ventilated ones with reflective tape strips at Wally World for around $9 I use them when Road Guarding and riding sweep and guarding for the MS150 - they are just a vest closed by velcro but work well for the price - both safety Green/Yellow and Orange are available

We (military) have to wear one on and off duty. I wore the Icon vest or a long sleeve (also have to wear long sleeves) orange carhartt shirt. But now that I am retired I do not wear one unless I have to go on base. Had NO issue with the Icon vest, it is adj and will strech to fit you tight. No problem with flapping even at speed over the posted limit, or so I have been told!!!
When riding on base I am forced to wear one, I use the cheap one with reflective tape as seen on construction workers. It dosen't flop too much at all.
It is funny how base commanders read into the regulations. I know the Army regulation states that you need to wear bright upper garments during the day and reflective during times if limited visibility. But of course they go over board and make reflective the standard at all times. Retirement cannot come to quickly.... Then I get the "do not wear clothing that would make you stand out to a terrorist" infommercials on AFN. What the hell does the reflective vest make me look like? American Military!! The only other people wearing them here are the student riders who are going through their training and being followed by a Fahrschule vehicle!!!
To the OP..When I do wear one, I wear the HD orange vest and it does not flop around at all. The sides are adjustable and elastic.
I don't know if this one would meet your requirements, but I've worn one of these for several years and they are excellent. With the zipper in front and several sizes, they fit snugly and do not flap around. They are washable and last for a couple of years at least (eventually, road grime makes them less bright and I replace them.)
