Default Code 61004

Rode up to Panama City for the rally last week on the '08 ElectraGlide. As we were starting the trip (+/- 150 miles) we stopped for a potty break and I noticed the fuel gauge still pegged at Full, I knew something was wrong as I had already put about 160 miles on the tankful. Started the bike and the "out of fuel very soon" light came on and also the "remaining miles" indicator on the speedo went to just horizontal lines. Sometimes when slowing down or stopping the light comes on, after a while of normal cruising speed (70mph~75mph) the light goes out. After stopping and shut off when restarting the "remaining miles" indicator goes again to lines and has to be reset manually.
We were able to continue the trip by fueling after each 175 miles (to be safe) which is a real PIA.
The fuel gauge reads anywhere from Full to half tank (not less), very erratic, sometimes will stay pegged at F regardless of fuel level in tank.

I got a chance to check a bit on it tonight and it is throwing code 61004 in the SP module.
BTW the scoot is out of warranty, has a FuelPak and the fuel basket recall was done almost a year ago by the dealer.
Speedo? Fuel Gauge? Wiring?

Any help greatly appreciated!! Thanks!

I think I found the answer it's code B1004 Fuel Level Sending Unit Low Instruments, so now, is this the sending unit, the speedo or the gauge?
This scoot had a problem with the fuel gauge wiring since new (days after being bought), was in for service twice for same wiring problem, symptoms then were the fuel gauge didn't work at all, the issues with the speedo display never happened before. Mmmmm ...
