being short like yourself, i think i can give you some insight here. my wife and i both ride (rode, i know have a road glide) road king customs. identical bikes, both 07s. i put the vance and hines true duals, and a set of 11-1/2" progressive shocks on mine. she put a set of rinehart true duals and left the suspension stock. both had c&c seats on them, mine a solo, hers a fastback.
when i rode mine, no issues. but when i rode her bike, i had the same issues that you describe. the problem was the left pipe coming out the cylinder head. the rinehart sticks out a little further while the vance and hines fit closer to the side cover. trying to back up her bike, i would always burn my left inner thigh (and yes, we had pc3s on both bikes). high boots would not be the answer here, they would have to go all the way up to my crotch!
before going to the arnott system, which would be awesome yet pricey. look at a different exhaust (complete,not just slip ons), and a different seat. understanding of course that those 2 items could end up costing as much as the arnott system. but there is no guarantee that the arnott system would lower you enough that you still wouldn't end up having to do the seat and the exhaust anyway.
