Default Front tire problem help

I have Elite 3 tires on my '07 Road Glide. The tires have about 3000 miles on them. I noticed starting out on a trip last week that the front tire started getting noisy. It had a noticable "wawawawawa" sound at speed. It became worse as the trip continued and back home. It also added a slight harmonic vibration to the handlbars. I checked the air pressure on the road and it was at 40lbs. which I think would be in exceptable limits. The tire shows no cupping or flat spot or uneven wear, and seems to be in excelent shape. I am riding 2 up most of the time, the bike has 12,500 miles on it and I drive it like an old man. Could it be as simple as the tire being out of ballance? Should I just go ahead and bite the bullet and buy a new tire. I really loved the Elite 3 tire when I put them on and hate to change to something else. Any ideas what this problem might be would be appreciated. I'd like to have some idea before taking it in.
Thanks
